TxDOT Construction – The project to build a new northbound entrance ramp to IH 35 near Rudy’s and the new Yamaha Store has begun. There will be lane closures and the northbound exit ramp will be closed from time to time. The project is expected to be completed within the next 120 days. Following this project TxDOT has the same contractor scheduled to repair the expansion joints on the bridge of the Cibolo Creek. This project will be accomplished over a period of four weekends. This will take IH-35 down to one lane from Friday night until Monday morning for that period. As the start date for this traffic issue gets closer we will keep you advised.

Thefts from Automobiles – We have significantly reduced the number of automobile break-ins in our neighbor hoods over the last few months. Please continue to keep your vehicles locked and call us should you see anyone in the neighborhood that looks out of place.

Service Reminders:

Web-Based City Service Requests – Is up and running, should you require a city service such as animal control, brush removal, damaged street signs, graffiti, overgrown lot, street light replacement, etc.

Click on the “request for service” type in your info and what needs attention and we will work the action from there.

If you wish to be notified by return e-mail of the progress on the completion of the work order, check the box provided and we will respond. We have provided you a copy of what the page will look like with this news letter. If your request is one that needs immediate attention or you do not wish to use the automated system, continue to call City Hall and the City Staff will create an internal work order to record, track and close out the requests for service.

CHIPPER SERVICE is provided to residents on the 1st Monday of the month. To schedule the City crew and chipper please call 651-6661, ext 7840.

STREET SWEEPER SERVICE – The City’s street sweeper will be following this monthly route schedule in our subdivisions:

Olympia & Forrest Creek – First Week of the Month
Selma Park Estates & Chelsea Crossing – Week Two
Retama Ridge & Retama Springs – Week Three
Live oak Hills & Kennsington Ranch Week Four

During business hours on the week of street sweeping your neighborhood, it would be greatly appreciated if you park your vehicles off the street. This will enable us to do a better job in your neighborhood.

ANIMAL CONTROL: As a reminder, Selma has an Ordinance that requires pets to be registered and licensed with the City. These licenses are renewable every year at a nominal cost. Should your pet wander off, the tag makes it very easy for us to return your pet to you. Please, when you and your pet are out and about, we ask that you observe the requirement to keep that pet on a leash.

Rabies in wild animals – Bexar County has reported five cases of live rabies in the last couple of weeks. The cases have been isolated to skunks and bats. If you encounter these animals please be aware they can be carriers of rabies. Leave the animal alone and call animal control so we can remove the possible hazard from around your home.

· KSA Engineers gave the Council a briefing on the final draft of the Selma Comprehensive Plan. No action was taken on the draft plan.

Citizens to be Heard: Mr.Gilson spoke to his concern of capacity of the Cibolo Creek Municipal Authority’s sewer collection main that runs down FM 1518. He stated that with the recent rains his Mother’s property had experienced some over running from the manholes in the utility easement on their property. Mr. McWilliams spoke on his observation that the weight limit sign on the bridge at Old Austin Road was only on the south approach and that in his view, there needed to be a similar sign on the north approach. Mayor Parma explained that the signs were owned by TxDOT and that the City would make TxDOT aware of the situation.

· Approved the Minutes of the June 14 10, 2007 Regular Council Meeting.
· Held a Public Hearing and passed the Selma Master Plan.
· Passed an Ordinance redefining masonry to include stucco as an acceptable material for the exterior of single family homes.
· Approved a recommendation by the Selma Planning and Zoning Commission to replat the Olympia Business Park, Unit 7.
· Approved a recommendation from the Selma Planning and Zoning Commission on the final plat of Retama Springs Subdivision, Unit 5.
· Approved a recommendation from the Selma Planning and Zoning Commission on preliminary plat of the Lookout Business Center, Unit 1.

national night out NATIONAL NIGHT OUT 2007

It’s America’s Night Out Against Crime!!
The 24th Annual National Night Out is a unique crime/drug prevention event sponsored by the National Association of Town Watch, has been scheduled for Tuesday August 7, 2007. We invite each of you to become part of our NIGHT OUT TEAM.

National Night Out is designed to: (1) Heighten crime and drug prevention awareness; (2) Generate support for and participation in, local anti-crime efforts; (3) Strengthen neighborhood spirit and police/community partnerships; and (4) Send a message to would-be criminals letting them know neighborhoods are organized and fighting back.

On August 7th from 6:00 to 9:00 P.M., residents are asked to turn on your porch lights, lock their doors and spend the evening outside with their neighbors, police officers and fire fighters.

Working together with your neighbors, you can assist police and the city in problem solving. At the same time you and your neighbors can lean how to solve many of the problems with minimal assistance from the city. If you would like more information on starting a neighborhood watch program or a National Night function in your particular neighborhood, please call Captain Al Zuniga at (210) 651-7822.

Working with your police department, you can dramatically reduce your chances of becoming a victim of crime. We provide home security information, do FREE home security surveys and provide business security surveys as well.

Thefts from Automobiles – We have experienced a number of automobile break-ins of late. Most have taken place with the cars & trucks in the driveway or on the street in front of folk’s homes Please lock cars and call us should you see anyone in the neighborhood that looks out of place. Help us to stop those who would take from you.

We no longer rely on those valiant volunteers from days gone by, to be your First Responder and Firefighters.

· Recognized Mr. Charles Eads for his twelve years of service to the City as Councilman andMayor Pro Tem.
· Swore in Councilperson Melba Gregory, Councilman Phillip Swinney and Councilman Bill Weeper for two year  terms ending in May 2009
· Appointed Ms. Melba Gregory as Mayor Pro Tem with a term ending in June 2008.
· Approved the Minutes of the May 10, 2007 Regular Council Meeting.
·Appointed Chairman Rocky Fnesenhahn, Commissioners Karen Belinne and Alvin Kowalik to two year terms on  the Selma Planning and Zoning Commission..
·Accepted the dedication of City Park Land and improvements in the Retama west Subdivision from Centex  Homes.
·Approved a recommendation from the Selma Planning and Zoning Commission on a request for variance in lot  dimensions in the Retama West Subdivision.
·Approved a recommendation from the Selma Planning and Zoning Commission on a variance to place stucco as  the exterior covering of a residence to be constructed at 8222 Bluffside in Selma Park Estates.
·Approved an Interlocal Agreement with the City of Schertz to improve drainage and establish Enterprise Parkway.
·ApprovedanAmendingSectiontoCityOrdinance Number 061407 to establish working hours for construction and  home repair within the City.
·Awarded a contract for lot and right-of-way mowing within the City.
·Awarded a contract for an emergency generator power supply for City Hall, the Police Station and Public Works  Department.
·Amended the current budget to provide payment for the emergency generator.

SELMA GENERAL ELECTIONThe results of the General Election are as follows:

Place 4 – Mr. William Weeper, Sr. was elected with 113 votes.
Place 5 – Mr. Phillip W. Swinney was elected with 112 votes.
Place 6 – Mrs. Melba Gregory was elected with 141 votes. Mr Percy Spence III received 44 votes.

Thanks to the candidates for their interest in the City and thanks to all the citizens of Selma that took the time
to come out and vote.

Come Join Us:

This year’s proceeds from the auction and meal will all go to the 100 Club. This non-profit organization comes to the aid of any fire, police or emergency service employees in their hour of need. Should any emergency service employee be injured or suffer death, the 100 Club come to the aid of the family with monetary and moral support on the very day of the accident. This is a very worthy cause and a needed augmentation to the family in need.

Rudy’s will cater the food, we will have activities for children of all ages! A bounce castle, face painter & balloon artist, auction, donations for beer as well as tea and sodas for the non-beer drinkers. A band will provide entertainment. Air Life will bring one of their new air ambulances for us to see and as usual, all of Selma’s Emergency Equipment will be available for inspection by all who attend. Please come and join us as we begin a new tradition of friendship and service!

“FILE FOR LIFE”- Selma Fire Department has obtained a new service item for our citizens. This is a refrigerator magnet that has a pouch for you to fill in all your relevant medical history and data. This to include medications you are taking, medical conditions you currently are experiencing and emergency contact numbers of your loved ones. The idea is to provide our First Responders with data that may be essential in treating you should you be become injured or ill while you are at home. Stop by City Hall and ask one of your customer services representatives for a “File For Life” take it home fill in the information and allow us an opportunity to better serve you in a time of emergency.

SELMA GENERAL ELECTIONThere will be a general Election for three Council positions on the ballot this year.

Early Voting at City Hall will begin on Monday, April 30th and end on Tuesday May 8th. Hours for Early Voting are as follows:

8:30 a.m. - 4:30 p.m. April 30th through May 4th
Monday, May 7th & Tuesday May 8th, from 8:00 a.m. till 8:00 p.m.

Election Day is May 12th – Voting at City Hall from 7:00 a.m. till 7:00 p.m.

· Citizens to be Heard: There were none.
· Approved the Minutes of the March 8, 2007 Regular Council Meeting.
· Approved a recommendation from the Selma Planning & Zoning Commission on a request to re-zone 9.1 acres of land beside Gillman Honda to Commercial from Residential.
· Amended the Revenue Budget by $400,000 to accomplish the installation of a 16” water line from the intersection of Woodcliffe and Mountcrest to the intersection of El Monte and Old Austin Road.
· Authorized the Staff to solicit competitive bids for a contract to install the new 16” water line.
· Approved the First Annual Selma Fire and Police Barbeque scheduled for May 19, 2007.
· Received an update on two TxDOT Projects. The new Northbound entrance ramp to IH-35 south of Evans Road has been approved and funded by TxDOT and the contract will be let this month. The rehabilitation of the Selma Stage Stop and the construction of the Visitor’s Center has been approved and funded and that contract will be let in May of this year. This contract is administered by TxDOT with a “match” of City funds of $427,329.27. The balance of $997,101.63 is the TEA-21 Grant the City was awarded. These funds are on deposit with TxDOT for the completion of the project. Project administration and construction is the sole responsibility of TxDOT under the grant agreement.
· Conducted an annual performance review of the City Administrator/City Secretary.
· Accepted the City Administrator/City Secretary’s Contract, as presented, with a term through April 2010.
